This new enhancement lets me upgrade the size of my Tank directly within the tank. At the top right hand corner of each tank, you will find the new Upgrade icon. It also shows the number of Fishes that are kept in the Tank and the maximum number of Fishes that you can keep.
Just take note that the Tank Upgrade is available for each of your Tank, regardless of the level you are at or the number of tanks you have. If example you are at level 15 and has 2 tanks, then you can go to upgrade your tank. Just check the capacity of your tank and compare against the Tank Upgrade Progression Chart (scroll down) to check which stage is your tank at.
It saves me the hassle of going to the Store. (or the number of Tanks Link, of course)
There are 7 stages in the Tank Upgrade. Once the Tank is fully Upgraded, it shows the world "Complete" instead of "Upgrade".

This is how you read the label....This picture shows the Tank that can be Upgraded. The current size is 15 and has 15 fishes.
This picture shows the Tank that can be Upgraded. The current size is 30 and has 22 fishes.
This picture shows the Tank that has a Complete Upgrade. The current size is 40 and has 22 fishes.
Now that you understand what is going on, you need to click on the "Upgrade" Icon to bring you to the Choice of Payment Screen. This is the same screen you see when you choose to upgrade your tank from the Store.Now you just click on the "Upgrade" Icon for the Tank on the left if you want to pay with the FishVille Coins or the one on the right if you want to pay with FishVille Dollars.

The Fish Lover may also choose to upgrade his Tank directly from the Store.
He can click on the Store to Upgrade his Tank under "Tanks". The following picture shows the screen from the Store.

The Fish Lover may then choose to pay for the Upgrade with FishVille Coins or FishVille Dollar by clicking on the Upgrade Button below the respective payment method.
